(A) It is hereby declared to be the personnel policy of the city that employment in the city government shall be based on merit and fitness, free of personal and political considerations. Just and equitable incentives of employment shall be established and maintained to promote efficiency and economy in the operation of the city government. Appointments and other actions requiring application of the merit principle shall be based on systematic evaluations.
(B) Tenure of employees covered by this chapter shall be subject to good behavior, honest and satisfactory performance of work, necessity for the performance of work, and the availability of funds.
