(A) Establishment; composition; appointments. There is hereby established in and for the city a Library Board, which shall consist of five members to be appointed to five-year terms by the Mayor with the approval of the Council.

(B) Terms. Members of the Library Board who are sitting on the day this code of ordinances is enacted shall serve as the members of the Library Board as established herein. Upon the expiration of each member’s existing five-year term, the position shall be filled as described above.

(C) Membership. Members of the Library Board shall be from the city at large, and no member of the Council shall serve on the Board in any capacity.

(D) Officers; meetings. The Library Board shall select a President and a Secretary and shall meet at such times as the Board may determine.

(E) Duties and responsibilities. The duties and responsibilities of the Library Board shall consist of all of the following.
(1) The Library Board shall have complete responsibility for management of the library and for expenditures of all library funds, consistent with the Charter, and shall have such other powers, duties and responsibilities as set forth in M.C.L.A. § 397.205, as amended.
(2) The Board shall keep minutes of meetings.
