All requests for re-zoning or for amendment of the zoning ordinance or zoning map shall be referred to the Planning Commission for review and recommendation. Upon receiving a recommendation from the Planning Commission, the City Council may, by ordinance, amend, supplement or change this subchapter, according to the procedures established under state law. If a proper protest against a proposed amendment, supplement or change is presented, such amendment shall require at least five votes of the City Council for approval.
