§ 155.212 TOPOGRAPHY AND ARRANGEMENT.
   (A)   Roads shall be appropriately related to the topography. Local roads shall be curved wherever possible to avoid conformity of lot appearance. All streets shall be arranged to obtain building sites at or above the grades of the streets. Grades of streets shall conform as closely as possible to the original topography. Combinations of steep grades and curves shall be avoided. Specific standards are contained in the design standards of these regulations.
   (B)   All streets and non-motorized facilities shall be properly integrated with the existing and proposed circulation system as established in the official map and/or master plan.
   (C)   All thoroughfares shall be properly related to special traffic generators such as industries, Business Districts, schools, churches, and shopping centers, to population densities and to the pattern of existing and proposed land uses.
   (D)   Minor or local streets shall be designed to conform to the topography, to discourage use by through traffic, to permit efficient drainage and utility systems, and to provide convenient and safe access to property.
   (E)   The use of curvilinear streets, cul-de-sacs, or U-shaped streets is encouraged wherever such use will result in a more desirable and functional layout.
   (F)   Proposed streets shall be extended to the boundary lines of the tract to be subdivided, unless prevented by topography or other physical conditions, or unless, in the opinion of the Planning Commission, such extension is not necessary or desirable for the coordination of the layout of the subdivision with the existing layout or the most advantageous future development of adjacent tracts.
   (G)   In business and industrial developments, streets, and other accessways shall be planned to accommodate the grouping of buildings, the location of rail facilities, and the provision of alleys, truck loading and maneuvering areas, and walks and parking areas, so as to minimize the conflict of movement between the various types of traffic, including pedestrian traffic.
