The surety shall include an amount to guarantee the completion of all requirements, including, but not limited to, soil preservation, final grading, lot drainage, removal of debris and waste, fencing, and all other lot improvements required by the Planning Commission. Whether or not a certificate of occupancy has been issued, at the expiration of a surety so placed, the local government may enforce the provisions of the surety where the provisions of this subchapter or any other applicable law, code, or regulation have not been complied with.
