(A) There shall be a minimum fee for the review of all plats as follows.
(1) The engineering fee for both the preliminary and final approval of all subdivision plats providing for public water and/or public sewage systems shall be $100 plus an additional $10 for each lot in the plat.
(2) The engineering fee for both the preliminary and final approval of all subdivision plats which do not provide for either public water or public sewage systems shall be $100 plus an additional $7 for each lot in the plat.
(B) An additional fee shall be paid for all time and expense incurred by the city, the City Engineer, or any other city agent or employee in the review of any subdivision plat when such time and expense exceed the minimum fee provided for in division (A) above.
