§ 155.121 PURPOSES.
   (A)   The purpose of these subdivision regulations is to regulate and control the subdivision of land within the city in order to promote the safety, public health, and general welfare of the community.
   (B)   These regulations are specifically designed to:
      (1)   Provide for the orderly growth and harmonious development of the community, consistent with orderly growth policies, and to guide future growth of development of the municipality in accordance with the master plan;
      (2)   Protect and conserve the value of land throughout the municipality and the value of buildings and improvements upon the land, and to minimize the conflicts among the uses of land and buildings;
      (3)   Ensure adequate provisions for public utilities, including storm water drainage, potable water supplies, sanitary facilities, and other health-related requirements;
      (4)   Establish reasonable standards of design and procedures for subdivisions in order to further the orderly layout and use of land and to ensure proper legal descriptions and monumenting of the subdivided land; and
      (5)   Ensure that public facilities are available and will have sufficient capacity to serve the proposed subdivision.
