The sections of this Charter and the parts thereof are severable, and in the event that any provisions are declared unconstitutional or contrary to State law, it is hereby declared to be the intent of the Charter Commission and the electors voting thereon that such unconstitutionality or illegality shall not affect the validity of any other provision of this Charter.
