SECTION 17.3 POWERS.
   The said Justice of the Peace shall have and exercise the same jurisdiction and powers in all civil and criminal matters, causes, suits and proceedings, and shall perform the same duties in all respects, so far as occasion may require, as are or may be conferred upon or required of justices of the peace in townships under the general laws of the State. He or she shall also have authority to hear, try and determine all suits and prosecutions for the recovery and enforcing of fines, penalties and forfeitures imposed by the Charter and ordinances of the City, and to punish offenders for the violation of such Charter and ordinances, as in such Charter or ordinances prescribed and directed.
