SECTION 12.6 ISSUANCE OF BONDS OR OTHER EVIDENCE OF INDEBTEDNESS REQUIRED; CERTIFICATION.
   Whenever any money is borrowed by the City, bonds or other evidence of indebtedness shall be issued therefor and shall be signed by the Mayor and the City Clerk.
