SECTION 11.4 ANNUAL AUDIT.
   At least sixty (60) days before the end of each fiscal year, the Council shall designate qualified public accountants, who shall, within one hundred twenty (120) days after the end of the fiscal year, make an independent audit of all accounts and financial transactions of the City during the fiscal year. The accountants’ report shall be submitted to the Council. Such accountants shall have no personal interest, direct or indirect, in the fiscal affairs of the City government or of any of its officers. They shall not maintain any accounts or records of the City business, but within specifications approved by the Council shall act as auditors with full power and authority to examine all of the records of the City and interview any and all of its officers relative thereto.
