SECTION 10.2 PROCEDURE.
   All special assessments and all procedures relating thereto shall be in conformity with Sections 2030 to 2059, inclusive, of the Compiled Laws of 1929 for the State of Michigan, as amended, except that all acts required therein to be performed by a board of special assessors shall be performed by the City Assessor.
