All taxes and assessments levied or assessed, all charges thereon and all fines and penalties imposed, which remain uncollected at the time this Charter becomes effective, shall be collected as if such change had not been made. If a different remedy is provided by this Charter, or any ordinance adopted pursuant thereto, which can be made applicable to any rights existing when this Charter becomes effective, such remedy shall be deemed to be additional to the remedies previously existing.
