Any person aggrieved by any action of the City Manager, the City Assessor, or the city’s Planning Commission hereunder shall be entitled to a hearing before the City Council. Such hearing shall be requested in writing and shall be held at the next regularly scheduled meeting of the City Council occurring not less than ten days after filing of the request. The City Council may, after hearing, modify or reverse any decision of the City Manager, the City Assessor, or the City Planning Commission.
