The Council may add, increase, decrease or eliminate any item or items in the budget, as submitted by the City Manager. Subject to the provisions of Section 8.4, the final budget shall be adopted by resolution passed by the affirmative votes of at least a majority of all members of the Council present at the regular Council meeting in November.
