At the meeting of the Council at which the budget and budget message are submitted, the Council shall determine the place and time of a public hearing on the budget, and shall cause to be published, at least once, in a newspaper published or having general circulation in the City, a notice of such place and time, not less than seven days before the date of such hearing. It shall be mandatory upon the Council to provide for and to hold such public hearing.
