The anticipated revenue and proposed expenditures of each utility or other public service enterprise owned or operated by the City shall be stated in a separate section of the budget (each bearing the name of the utility), and as to each such utility, an anticipated surplus, if available under the provisions of this Charter for general purposes, shall be stated as a specific item of revenue in the budget.
