The budget shall show the several items of anticipated revenue and proposed expenditures, the amount of such items in the budget of the last completed fiscal year, the amount of such items actually received and expended during at least each of the previous four years, the amount of such items in the budget of the current year and the amount actually received and expended to the time of preparing the budget, plus revenue and the expenditures for the remainder of the current fiscal year, established as accurately as may be.
