The City Manager at the regular Council meeting of September of each year, shall submit to the Council a budget and an explanatory budget message. The budget shall be detailed by organization units and by the character and object of expenditures, together with an estimate of all capital projects pending or which the City Manager believes should be undertaken:
(a) Within the budget year; and
(b) Within the five next succeeding years.
