§ 153.32 ABATEMENT OF EMERGENCY.
   If the responsible person cannot be contacted or refuses or fails to correct an emergency condition within the time ordered, the City Manager or a representative of the City Manager may authorize corrective actions to abate the emergency. The cost of abatement shall be billed to the owner as a personal debt which, if unpaid, may be assessed as a lien upon the property involved, may also be placed on the tax roll for the property, and the city may seek full reimbursement of the abatement costs through a nuisance or other appropriate action in a court of competent jurisdiction.
