SECTION 7.9 EMPLOYEE WELFARE BENEFITS.
   The Council shall have the power to make available to the administrative officers and employees of the City and its departments, any recognized plan of group life, hospital, health or accident insurance, either independently of or as a supplement to any retirement plan provided for the employees and officers, with the City contributing, in whole or in part, to the payment of the premium of said plan. The Council shall also have the power to provide for a retirement system for its employees independent of any other employee’s welfare benefit.
