SECTION 6.10 CITY ASSESSOR.
   (a)   The City Assessor shall possess all the powers vested in assessing officers by the general laws of the State and shall be charged with all the duties imposed upon the same.
   (b)   He or she shall annually assess the value of all taxable property in the City and make an assessment roll in the same manner as required by law of supervisors of townships.
   (c)   He or she shall spread upon said roll any and all taxes duly certified by the Board of Supervisors of the County or by other proper authority.
   (d)   He or she shall make all special assessments authorized by the Charter of the City, and for the purpose of such special assessments that portion of the annual assessment roll applicable thereto shall be taken as the value of the property to be assessed.
   (e)   He or she shall perform such other duties as may be prescribed for him or her in this Charter or by the City Manager.
   (f)   He or she shall act as Clerk of the Board of Review, and, at the pleasure of the Board, in an advisory capacity.
   (g)   The City Manager may, in his or her discretion, appoint any appointive City official as City Assessor, and such official, when so appointed, shall discharge the duties of City Assessor as herein provided in addition to his or her other duties.
