No person shall deface, injure, or destroy, or aid in defacing, injuring, or destroying, any public or private property, or cause to be posted to or stuck upon any public or private building, fence, tree, pole, or other public or private property, any handbill or placard without first obtaining the permission of the owner or occupant of such building, fence, tree, pole, or other public or private property.
