SECTION 5.1 ORGANIZATION OF CITY COUNCIL.
   The members of the Council shall take office on th6 first day of December following their election and the Council shall annually hold its organizational meeting at 7:30 p.m. at the first regular meeting following the first day of December, as provided in Section 5.2.
