The portion of Teal Lake lying within a radius of 300 feet from the westerly end of the city water system intake pipe shall be an absolute control area and may not be used by any person for any purpose except to row, paddle, or sail a boat or other watercraft over said area for the purpose of gaining access to a limited control area or to the shoreline, without first securing a written permit therefor from the City Manager or his or her designated representative. The City Manager shall, in the spring of each year, cause a marker buoy to be installed over the end of said water supply intake pipe.
