SECTION 2.11 QUALIFICATIONS OF CANDIDATES.

No person shall be qualified to hold, nor be eligible for election to, any elective City office unless he or she shall be a registered and qualified elector. Any votes cast for any person not possessing the qualifications provided herein shall be void.
