Special elections shall be held upon adoption of a resolution by the Council or when required by this Charter or the general laws of the State. Resolutions for special elections shall clearly set forth the purpose of the election and no special election called by the Council shall be held within thirty (30) days of the date of the adoption of the resolution. All provisions contained herein for holding regular elections shall apply to special elections. However, no special election shall be held within ninety (90) days prior to any regular City election or any general or primary State election.
