(A) Solid waste shall be picked up and collected pursuant to the provisions of this chapter, subject to payment based on a fee schedule enacted, from time to time, by resolution of Council.
(B) All solid waste collection charges shall be billed by the city’s Utility billing office through its usual billing procedure, unless otherwise directed by rules and regulations promulgated by the City Manager pursuant to § 53.03.
(C) Special collection charges shall be levied on a time, equipment, labor, and tipping fee basis whenever the city is required to clean up a premises pursuant to § 10.99.
