§ 35.16 LOCATION; SUPERVISION; ORGANIZATION; ADMINISTRATIONS.
   (A)   The Bureau shall be located at City Hall.
   (B)   The City Manager shall, subject to the approval of Council, appoint qualified city employees to administer the Bureau and adopt rules and regulations for the operation thereof.
