Pursuant to § 8396 of Public Act 12 of 1994, being M.C.L.A. § 600.8396, as amended, there is hereby established a Municipal Ordinance Violations Bureau in the city for the purpose of accepting admissions of responsibility for municipal civil infractions and collecting and retaining civil fines and costs provided for in the schedule provided for in this chapter and in § 10.99. The Bureau shall be under the supervision and control of the City Manager.
