3-1-4: MATERIALS ON PUBLIC WAYS:
Any person who shall place or leave, or cause to be placed or left, any encroachment, obstruction or encumbrance such as, but not limited to, ashes, debris, garbage, refuse, leaves, grain, dirt/mud, rock, building materials, in or upon any public right of way, including, but not limited to, street, alley or sidewalk, in the city, shall be subject to cleanup expenses as set forth below. It shall be the responsibility of the hauling vehicle owner, property owner, lessee or renter, or contractor from which the debris originated, to clean up and remove all material from the public right of way. If the city of Nauvoo employees are called to clean the public right of way, expenses will be charged for the city employees' time based upon the then current prevailing wage rates in effect in the state of Illinois and city of Nauvoo. Any city equipment that is used, shall be charged at the equipment fee schedule as set forth by the city. It shall be the responsibility of the hauling vehicle owner, property owner, lessee or renter, or contractor, from which the debris originated, to pay all cleanup fees and penalty fees.
The penalty fees shall be as follows:

Third offense and thereafter
500.00
