2-3-4: EMERGENCY AND DISASTER COORDINATOR:
   A.   Office Created, Function: There is hereby established the city emergency and disaster coordinator, whose sole function shall be to report to the mayor and city council as it relates to emergency and disaster preparedness activities within the city.
   B.   Appointment: The coordinator shall be appointed by the mayor on an annual basis, with said coordinator to serve upon the advice and consent of a majority of the city council members for the city.
   C.   Removal: The coordinator may be removed by the mayor upon the affirmative majority vote of the council members at a regular meeting of the city council of the city.
   D.   Compensation: Said coordinator shall not be compensated by the city, although said city may reimburse the coordinator for such direct out of pocket expenses as the coordinator, from time to time, deems necessary and proper for the purpose.
   E.   Funding For Expenditures: An ordinance shall be passed by the city, by an appropriate appropriation ordinance or otherwise, such that funds that are available through the extension of real estate taxes or in some other extension of tax as the city deems fit and proper, shall provide for the annual expenditure of funds for this chapter.
   F.   Powers And Duties: The coordinator shall:
      1.   Preparedness Outline: From time to time, make, publish and display a preparedness outline and shall indicate the duties to be performed by various emergency or disaster relief agencies as it relates to the city.
      2.   Agreements: Enter into such agreements as the coordinator deems necessary to fully prepare the city for disaster and/or emergency relief.
      3.   Reports To Council: Report to the council members at regular meetings of the city council; and report to the council as to the level of preparedness at least annually. He may be called upon by the mayor to make such additional reports as may, from time to time, be deemed necessary and advisable by the city council. (Ord. 1988-2, 7-5-1988)
