11-5-7: ADMINISTRATION:
   A.   General Procedures For Land Dedication And/Or Cash Fees:
      1.   Calculation Of Land Dedication And/Or Cash Fees: Land dedication or cash fees established pursuant to this chapter shall be calculated based on the procedures summarized in this chapter.
      2.   Dedication Of Land: School sites required pursuant to this chapter shall be dedicated to the Nauvoo-Colusa CUSD no. 325 and to any other applicable school district in which a development may be constructed. Park sites required pursuant to this chapter shall be dedicated to the Nauvoo park district.
      3.   Collection Of Cash Fees:
         a.   Park District: The cash contribution in lieu of, or in addition to, park and recreation land dedication shall be paid directly to the treasurer or other designated official of the park district at its administrative office. The district shall issue a receipt indicating payment amount, date paid, and name of remitter. Prior to the issuance of a building permit, the developer shall bring that receipt to the city as evidence that the cash fees have been paid.
         b.   School District: The cash contribution in lieu of, or in addition to, school sites shall be paid directly to the treasurer or other designated official of the school district at its administrative office.    B.   Use Of Dedicated Land Or Cash Fees: Dedication of land and/or payment of cash fees pursuant to this chapter shall be restricted to use solely and exclusively for financing directly, or as a pledge against bonds, revenue certificates, and other obligations of indebtedness for the cost of public facilities.
      1.   Park District: Said funds shall be used by the park district for the acquisition of park and recreation land which will be available to serve the immediate and future needs of the residents of the subdivision or development or for improvements of other existing local park and recreation sites and facilities which serve such needs.
      2.   School District: Said funds shall be used by the school district for the acquisition of land for a school site to serve the immediate or future needs of children from that subdivision or development, or site improvements, which include school buildings or other infrastructure necessitated and specifically and uniquely attributed to the subdivision or development.
   C.   Effect Of Land Dedication And Cash Fees On Zoning Ordinance And Subdivision Regulations: This chapter shall not affect, in any manner, the permissible use of property, density of development, design, and improvement standards and requirements, or any other aspect of the development of land or provision of public improvements subject to the zoning and subdivision and development control regulations or other regulations of the city, which shall be operative and remain in full force and effect without limitation with respect to such development.
   D.   Land Dedication And Cash Fees As Additional And Supplemental Requirement: Dedication of land and/or payment of cash fees is additional and supplemental to, and not in substitution of, any other requirements imposed by the city on the development of land or the issuance of building permits.
