9-2-2: LOADING AND UNLOADING ZONES:
   A.   Authority: The city council may from time to time designate certain no parking zones which shall be so designated for the express purpose of authorizing the loading and unloading of products, wares or inventory, as the case may be, with said no parking zones established adjacent to the city's streets or highways, as shall be determined from time to time hereafter by the chairman of the streets, buildings and grounds committee of the city council.    B.   Signs Posted: The city council may from time to time hereafter place such markings, signs or other indication informing the general public as to the location of the no parking zone as well as the times established for that no parking zone, and further providing notice of penalty for failure to comply with the terms and conditions of this section.
It shall be the duty of the city clerk to promptly notify the superintendent of streets as to any areas designated as a no parking zone within the city limits. The superintendent of streets shall then place an appropriate sign or other indication of the no parking zone, in a clear and visible manner, which said sign or other indication shall become immediately subject to the traffic laws of the city or state of Illinois, as the case may be.
   C.   Violation And Penalties: It shall hereinafter be deemed a violation of this section for any person to stop, stand or park a vehicle at any time designated herein as a no parking zone, except when to avoid conflicts with other traffic, or in compliance with the direction of the duly authorized police officer or official traffic control device, or as otherwise permitted herein. Any person who shall violate any provision of this section shall, in addition to any other relief the law may afford, be subject to a punishment by a fine of not more than fifty dollars ($50.00) or less than fifteen dollars ($15.00), and each day such violation is permitted to continue shall constitute a separate offense, and any person violating a provision hereof shall promptly be issued a citation or notice of violation charging such offense. Such citation or notice of violation shall be in a form prescribed by the city marshal and shall advise such person that a penalty for such violation may at the discretion of such person be paid to the city clerk within seven (7) days of the date of such citation or notice of violation. Such penalty shall be fifteen dollars ($15.00) if so paid. In the event such penalty is timely paid, that payment shall be in full satisfaction of any penalty for such violation. In the event that such payment is not made within the time prescribed, a complaint shall be initiated by the city marshal or other appropriate person or by information initiated by the city attorney before a court of proper jurisdiction charging such offense.
