9-1-2: DRIVING VEHICLES ON PUBLIC WAYS:
   A.   Careful Driving: Vehicles shall be driven in a careful manner and with due regard for the safety and convenience of pedestrians, also of other vehicles.
   B.   Driving On Right: Vehicles shall keep to the right side of the center of the street.
   C.   Slow Vehicles: Vehicles moving slowly shall keep as close as possible to the curb on the right, allowing more swiftly moving vehicles free passage to the left.
   D.   Turning Movements:
      1.   Vehicles turning to the left into an intersecting street shall pass and turn the corner as near to the right hand curb as possible.
      2.   Vehicles turning to the left into an intersecting street shall pass to the right of and beyond the center of the street intersection before turning.
   E.   Meeting Vehicles: Vehicles meeting shall pass each other to the right.
   F.   Passing: A vehicle overtaking another vehicle traveling in the same direction shall keep to the left of the overtaken vehicle in passing.
   G.   Backing To Turn: No vehicle shall back to make a turn in any street if by so doing it interferes with other vehicles, but shall go around the block or to a street sufficiently wide to turn without backing.
   H.   Crossing Street: Vehicles crossing from one side of the street to the other shall do so by turning to the left so as to head in the same direction as the traffic on that side of the street toward which the crossing is made, and when the street is congested with traffic, such vehicles shall go to the intersection before turning, and no vehicle shall stop with its left side to the curb.    I.   Backing To Curb: No vehicle shall remain backed up to the curb except when such vehicle is actually loading or unloading, and in such case no longer than the actual loading or unloading requires. (Ord. 129, 9-5-1916; amd. 1989 Code)
   J.   Waiting At Curb: A vehicle waiting at the curb shall promptly give place to a vehicle about to take on or let off passengers.
   K.   Stopping On Street: No vehicle shall stop on any street, except in an emergency, unless within six inches (6") of the curb, nor in such a way as to obstruct the free passage of other vehicles.
   L.   Stopping Near Intersections: No vehicle shall stop or stand within any street intersection nor within ten feet (10') of the line of any intersecting street in the congested district, nor outside of said district for a longer period than is necessary to load and unload.
   M.   Signal From Officer: The driver of any vehicle shall stop upon the signal from a police officer.
   N.   Signals From Drivers: The driver or operator of every motor vehicle shall give some plainly visible or audible sign to other approaching vehicles before stopping. Drivers and operators of motor vehicles shall, in approaching or traversing a crossing or street intersection, have their vehicles under control, and shall give warning to other vehicles and to pedestrians of their approach.
   O.   Running Motors: No motor vehicle shall be left standing in any street with the motor running unless some person competent to manage said vehicle shall be left in charge thereof.
   P.   Vehicles Being Passed: Every person in charge of a vehicle shall pull to the right side of the street or road when signaled from a vehicle behind desiring to pass. (Ord. 129, 9-5-1916)
   Q.   Operation Of A Low-Speed Vehicle; Restricted Streets 1 : A low- speed vehicle (LSV) legally operating upon a street or roadway under State law also may operate on streets and roadways under the jurisdiction of the City of Nauvoo that have a posted speed limit of thirty five (35) mph or less.
      1.   License Requirement: A person may not operate an LSV unless he or she has a valid driver's license issued by the Secretary of State or by a foreign jurisdiction.
      2.   Minimum Equipment Requirements: An LSV may not be operated within the City limits unless the vehicle has the following equipment: a parking brake; a steering apparatus; tires; a windshield that conforms to the Federal vehicle safety standards on glazing materials as set forth in 49 CFR part 571.205; a vehicle identification number; seat belts; a rearview mirror; an exterior rearview mirror mounted on the driver's side of the vehicle; red reflectorized warning devices on each rear side and one on the center rear of the vehicle; a headlight that emits a white light visible from a distance of five hundred feet (500') to the front; a tail lamp that emits a red light visible from at least one hundred feet (100') from the rear; brake lights; and front and rear turn signals. It also must have a slow moving vehicle emblem at the rear of the vehicle.
      3.   Miscellaneous Requirements:
         a.   When operated on a City street, an LSV shall have its headlight and tail lamps lighted as required by 625 Illinois Compiled Statutes 5/12-201.
         b.   A person shall not operate an LSV if he or she is impaired, such as under the influence of alcohol or other drugs.
         c.   A person who operates an LSV must carry any vehicle insurance required by State law. Documentation of valid insurance must be submitted to the City at the time of initial registration of the vehicle and at the time of permit renewal.
         d.   An owner or operator of an LSV must meet all other State and local requirements.
      4.   Yearly Registration/Permit Requirements; Vehicle Inspection: A person who intends to operate an LSV on Nauvoo streets and roadways shall first have it inspected by the Chief of Police (or his designee) to determine whether the operator and the vehicle have met all State and local requirements. He or she then shall register it with the City and obtain a yearly permit for its operation. The permit shall be visibly displayed on the slow moving vehicle placard at the rear of the vehicle.
Vehicles are subject to re-inspection at any time at the discretion of the Chief of Police or the City Council.
The LSV permit shall be valid from May 1 of the current year through April 30 of the following year. The annual permit fee, per vehicle, shall be set by the City Council. The annual fee may be reviewed as needed and changed by a majority vote of the City Council at any regular or special meeting.
      5.   Violations; Penalties: A violation of this subsection Q shall be punishable by a fine of seventy five dollars ($75.00) for the first offense and one hundred fifty dollars ($150.00) for the second offense in a 12-month period. A person charged with a third offense in a 12-month period shall have his or her permit permanently revoked and shall pay a fine of three hundred dollars ($300.00).
   R.   Operation Of Certain Non-Highway Vehicles 2 : It shall be unlawful for any person to operate a non-highway vehicle on any street or roadway within the City of Nauvoo, except as expressly authorized in this subsection.
      1.   Definition Of Non-Highway Vehicle (NHV): As used here, a non- highway vehicle is a motor vehicle that is not specifically designed to be used on a public highway, including a golf cart 3 and a recreational off-highway vehicle 4 . Although an all-terrain vehicle 5 and a recreational off-highway motorcycle 6 are often included in that definition of NHVs, those types of NHVs are not authorized to be operated on Nauvoo streets or roadways.
      2.   Restricted Streets: The NHV may be operated only on City streets and roadways where the posted speed limit is thirty five (35) mph or less.
      3.   Restricted Crossing Of State Highway: A person operating a NHV may cross a State highway (such as Mulholland Street) but may do so only at Parley Street, Wilcox Street, and Bluff Street.
      4.   License Requirement: A person may not operate a NHV unless he or she has a valid driver's license issued by the Secretary of State or by a foreign jurisdiction.
      5.   Minimum Equipment Requirements: A NHV may not be operated within the City limits unless the vehicle has the following equipment: brakes; a steering apparatus; tires; a rearview mirror; red reflectorized warning devices in the front and rear; a slow moving vehicle emblem on the rear of the vehicle 7 ; a headlight that emits a white light visible from a distance of five hundred feet (500') to the front; a tail lamp that emits a red light visible from at least one hundred feet (100') from the rear; brake lights; turn signals; and seat belts.
      6.   Miscellaneous Requirements:
         a.   An operator of a NHV must use seatbelts in accordance with 625 Illinois Compiled Statutes 5/12-603.1 and 625 Illinois Compiled Statutes 25/1 et seq., and with any other applicable State laws.
         b.   When operated on a roadway, a NHV shall have its headlight and tail lamps lighted as required by 625 Illinois Compiled Statutes 5/12-201.
         c.   A person shall not operate a NHV if he or she is impaired, such as under the influence of alcohol or other drugs.
         d.   A person who operates a NHV must carry any vehicle insurance required by State law. Documentation of valid insurance must be submitted to the City at the time of initial registration of the vehicle and at the time of permit renewal.
