As used in this chapter, unless the context indicates otherwise, the following terms mean:
BITE: Any puncture, laceration, abrasion, scratch, or any other break in the skin of a human caused by a dog.
DOG: Any male or female animal of the family of Canis familiaris, whether neutered or not.
HEARING EAR DOG: Any dog owned by a deaf or partially deaf person and which has been properly trained to aid its owner.
IDENTIFICATION TAG: A rabies vaccination tag for dogs and a valid city license tag for dogs.
OWNER: Any person, partnership, or corporation owning, keeping, or harboring one or more dogs. Any dog shall be deemed to be harbored if it is fed or sheltered for three (3) consecutive days or more.
SEEING EYE DOG: Any dog which is a owned by a legally declared blind or partially sighted person which has been properly trained to aid its owner.
STRAY: Any dog running at large with no indication of ownership or city tag.
VICIOUS DOG: A dog which has attacked or bitten any person without provocation, or when a propensity to attack or bite a person exists in the opinion of the board of health or any law enforcement officer or the same is known or should be known by the owner, or any dog which has bitten or attacked, worried or chased, mangled or killed any domestic animal or fowl on one previous occasion.
