Prior to the commencement of the construction or alteration of any new or existing building, structure or parking lot, excluding normal upkeep and maintenance projects and small, portable storage sheds not to exceed eight feet by sixteen feet by eight feet (8' x 16' x 8') and having no more than one hundred twenty eight (128) square feet, and being portable on skids, the owner or his duly authorized agent shall file a written application for building permit in the office of the city clerk.
