Any person owning, operating or controlling any vehicle hauling passengers for hire within the city shall not operate any of these vehicles without first having been inspected and issued a certificate to the effect that the vehicle(s) passes the semiannual inspection to be performed by the city police department or other department as designated by the mayor with approval of the city council. The inspection shall not be limited to, but shall include, the following areas in particular:
A. Foot brakes and hand or parking brakes;
B. Front and rear bumpers, or original manufacturer's equipment;
C. Spare tire inflation;
D. Sufficient heating and ventilation for the passenger interior;
E. Driver's rearview mirror;
F. Speedometer operation;
G. Windshield wiper(s);
H. Lights, as approved by the motor vehicle department, and passenger compartment lights with accessible switch;
I. No broken or cracked glass;
J. Passenger seat belts;
K. Horn;
