The mayor, as such liquor control commissioner, shall have full power and authority to revoke any retail liquor dealer's license for any violation of any provision of this chapter, or for any violation of any state law pertaining to the sale of alcoholic liquor. A conviction for a second violation under this chapter shall automatically cancel and revoke the license of such person as convicted, and he shall not be permitted thereafter to procure a license hereunder.
