4-3-7: LICENSE ISSUANCE, RESTRICTIONS:
   A.   Upon the approval of such applicant, the mayor, as such commissioner, shall issue a license under his hand and seal, the same to be countersigned by the city clerk and a proper record thereof kept by both said mayor, as such commissioner, and by the city clerk. No license shall be issued until the fees provided therefor have been paid and all licenses shall expire on April 30 next, after the issuance thereof. In case a license is issued after May 1, then the fee shall be prorated for the part of such year for which the license is issued. (Ord. 228, 3-5-1934; amd. Ord. 87-1, 5-4-1987; 1991)
   B.   No license shall be issued to a person:
      1.   Who is not a resident of the city.
      2.   Who is not of good moral and character.
      3.   Who has been convicted of a felony.
      4.   Who has been convicted of being a keeper or is keeping a house of ill fame.
      5.   Who has been convicted of pandering, or other crime or misdemeanor opposed to decency and morality.
      6.   Who does not own or have a lease for the premises for which his license is sought, for the full period of time for which the license is issued. (Ord. 228, 3-5-1934)
   C.   The number of places to sell alcoholic liquor at retail shall be limited to eight (8) and only eight (8) places shall be licensed to sell alcoholic liquor at retail in the city. (Ord. 1977-3, 4-4-1977; amd. Ord. 1983-2, 5-2-1983)
