All connections and water applied for under this subchapter and all the water used hereunder shall be upon the express condition that the city shall not be liable, nor shall any claim be made against it, for damage or injury caused by the breaking of any main, branches, service pipe, apparatus, or appurtenances connected with said system or plant, or any part or portion of said plant, or for any interruption of the supply by reason of stoppage, alteration, extension, renewals, or breakage.
