§ 50.010 METERS.
   (A)   Meters required; operation and repair.
      (1)   All water consumers supplied by the city shall be supplied through meters only, and shall pay for the water at the rates and in the manner specified in this subchapter. When any meter by reason of its being out of repair, or for any cause fails to register the water promptly passing through the same, the consumer shall be charged at the rate charged for the corresponding time of the previous year under like conditions.
      (2)   If no previous record exists, then it shall be the duty of the Superintendent to estimate or determine so far as he or she can the amount of water consumed during the time the meter fails to operate, and the consumer shall pay the amount so estimated by the Superintendent.

   (B)   Meters; access requirements; interfering with authorized personnel prohibited. The Utilities Superintendent or any person authorized by him or her shall have ready access to the premises, place, or building where meters may be located for the purpose of reading same, testing, or repairing the same, examining, testing the consumption, use, and flow of water, and the use to which the sewerage system is being put, and it is unlawful for any person or corporation to interfere with, prevent, or obstruct said Superintendent or any person authorized by him or her.
