(A) If an applicant for water service has a past- due bill for water service at a prior location for which he or she is responsible, the new water connection will not be made until the past-due water bill is paid.
(B) If the water bill at the prior location becomes past due after the new water connection has been made, the new connection will be discontinued until the past-due bill at the prior location is paid.
