§ 50.006 CITY CLERK DUTIES.
   (A)   The City Clerk shall, as a part of the duties of his or her office, prepare, and send out bills to the users of the waterworks and sewerage system and collect the same monthly. He or she shall collect all monies due the city for tapping the water mains and sewerage lines of the city and shall keep a just and true account of all his or her collections in books kept for that purpose, which books shall be open at all times to the Mayor, any member of the City Council or the Utilities Superintendent; and he or she shall keep a true record of all permits issued or granted or any attachments to the waterworks and sewerage system and of all fees received by him or her therefor.
   (B)   The City Clerk shall report the total receipts of the Utilities Department to the City Council at its regular meeting each month, which receipts shall be placed in the Waterworks and Sewerage Fund of the city as provided by Ord. 209 of the city.
   (C)   The City Clerk shall present to the City Council on or before the May 1 in each year a complete report of all receipts and disbursements and a detailed statement as to the financial condition of such Department, including the indebtedness of the Waterworks and Sewerage Department and all monies on hand in the Waterworks and Sewerage Fund.
   (D)   The City Clerk shall keep the Clerk’s office open for the receipt of collections due the city at least seven hours each weekday except Saturday, and four hours on Saturday, such hours to be fixed from time to time by the City Council.
