§ 50.004 UTILITIES SUPERINTENDENT.
   (A)   Appointment. The Mayor is authorized to appoint, subject to the confirmation of the City Council, a Utilities Superintendent, and any other necessary employees.

   (B)   Duties. The duties of the Utilities Superintendent shall be as follows.
      (1)   He or she shall see that the waterworks and sewerage system is conducted on an economical, businesslike basis.
      (2)   He or she shall present each month to the City Clerk all bills incurred in the maintenance and operation of the Department, except as to those claims arising out of collections of revenues of the system, and said claims and expenses shall be paid only upon vouchers drawn against the Waterworks and Sewerage Fund in accordance with the order of the City Council.
      (3)   He or she shall present to the City Clerk, on or before May 1 in each year, a complete and detailed report of the condition of the physical property of the Department for the preceding fiscal year.
      (4)   He or she shall superintend the making of connections for the waterworks and sewerage system and see that all openings to water and sewerage lines are properly backfilled and maintained.
      (5)   He or she shall make all repairs occasioned by leaks and breaks in the water mains and sewer lines, and shut off the water from all premises where leaks are permitted to go unrepaired.
      (6)   He or she shall examine and test at least semiannually all hydrants and street valves, and if any are found to be in an unsatisfactory condition, he or she shall report the same to the City Council.
      (7)   He or she shall superintend the installation of all plumbing and refuse to permit any consumer whose plumbing is or may become a source of water waste to use the waterworks system.
      (8)   He or she shall check with the City Clerk at least semiannually the books and records of said Department, compare the meter readings with the ledgers, and report his or her general findings to the City Council, including delinquencies and the general overall financial condition of such system.

   (C)   Utilities Department Property Management. The Utilities Superintendent shall have the supervision, management, and control, subject to the supervision of the City Council, of the maintenance and operation of the municipal waterworks and sewerage system and preservation of property belonging thereto.
