§ 53.10 EXCLUSIVE AUTHORITY TO REMOVE ITEMS FROM COLLECTION RECEPTACLES.
   No person other than the city or its authorized collection agents may remove any item from a collection cart, disposable container, bundle, dumpster or recycling bin which has been placed for municipal collection.
