Raffle licenses and poker run licenses shall be issued only to a bona fide religious, charitable, labor, business, fraternal, educational or veterans' organizations as defined in the Raffles and Poker Runs Act, and shall not be issued to any person ineligible to receive a license in accordance with the Act.
