§ 152.132 POWERS.
   The Board shall have the following powers:
   (A)   To adopt from time to time such rules and regulations as it may deem necessary to carry into effect the provisions of this chapter;
   (B)   To hear and decide appeals, as provided in §§ 152.136 through 152.138, from any order, requirement, decision, or determination made by the Zoning Administrator in the enforcement of this chapter;
   (C)   To interpret the provisions of this chapter and zoning map;
   (D)   To grant relief from the strict terms of this chapter, where special conditions will cause unnecessary hardship, as provided in §§ 152.136 through 152.138, and may attach conditions to such variance to assure that the spirit and intent of this chapter is maintained;
   (E)   To hear and decide requests for special uses and exceptions as authorized in this chapter, including the substitution of one nonconforming use for another and authorization of certain industries as specified in this chapter; and
   (F)   To hear and decide all matters referred to it or upon which it is required to pass under the provisions codified in this chapter.
