(A) Subsequent to September 8, 1967, no change in the use of land, nor any change of use in any existing building or part thereof shall be made, nor shall any new building be occupied for any purpose until a certificate of zoning has been issued by the Zoning Administrator.
(B) Such certificates of zoning shall state that the new occupancy complies with all the provisions of this chapter.
