(A) (1) The Zoning Administrator shall examine all applications for permits, issue permits for the construction, alterations, and enlargement of all uses which are in accordance with the requirements of the zoning ordinance codified in this chapter.
(2) All non-conforming uses, record, and file all applications for permits with accompanying plans and documents and make such reports as may be required.
(B) The Zoning Administrator shall be authorized to establish such rules as are necessary to effectuate the intent of this chapter.
